Valerion Decree
Valerion Decree is Dorian Nevastralis’s awakened ARC armament: a broad black-and-white command fan capable of translating terrain, personnel, movement, communication, supply, and command relationships into a structured tactical interface. It possesses almost no conventional offensive value. Its power lies in allowing Dorian to understand a battlefield as a connected living system. Valerion Decree does not command people into obedience.

In Dorian’s hands, a decree is a declared structure of responsibility: a route agreed upon, a command relationship understood, a supply promise recorded, or a boundary established so that the living know how they may act together. Its name reflects the political principle at the center of Valerion Sanctum: Law does not create ownership over people. It creates obligations between them.
Origin and Acquisition
Valerion Decree originates from one of the six ARC ingots recovered by Azura after completing the trials of the Unforged Gate and returning from spiritual death. The ingot is later entrusted to Dorian. Before awakening, it retains the standard properties of unformed ARC material: balanced Luminite and Ecliptium soft but indivisible structure mirror-like black-and-white surfaces resistance to conventional forging response to emotional and identity alignment The ingot cannot be shaped through Kernforge tools, heat, pressure, cutting, or mechanical design. Dorian cannot invent its final form. He must become truthful enough for the weapon to choose one.
Awakened Form
Valerion Decree manifests as a broad command fan composed of long feather-like ARC vanes. Its physical structure includes: a central grip rigid feather spines black reinforced edges and tips white upper surfaces precise geometric channels a circular interface around Dorian’s wrist The mark of Valerion appears across the opened fan. No individual feather contains the complete symbol. The emblem becomes whole only when every vane remains arranged together. This reflects the weapon’s central philosophy: Valerion does not exist through one sovereign, one commander, or one hero. It exists only through the continued relationship between its parts. When closed or inactive, the weapon may contract into a compact fan or return toward its malleable ARC state.
Core Principle
Order Without Ownership: Valerion Decree embodies the distinction between coordination and domination. It does not grant Dorian direct control over soldiers. It cannot: compel obedience override individual judgment determine who morally deserves command force a formation to follow an unsafe route understand why a person disobeys replace officers, scouts, engineers, or witnesses It reveals structure. People remain responsible for what they do with that structure. The weapon becomes most effective when Dorian trusts the judgment of those within the system rather than attempting to replace them.

Limitations and Costs
Cognitive Load: Every active layer consumes Dorian’s attention. Maintaining multiple communications, searches, weather information, movement routes, troop counts, and formation readings creates: pressure behind the eyes pain along the arm holding the fan declining concentration blurred communication slower interpretation interface overload Dorian must close unnecessary layers and prioritize essential information. Population Density: Search and classification slow as more bodies, objects, animals, and formations enter the active field. Information Dependency: False, incomplete, stale, or misunderstood information produces unreliable conclusions.
Risks and Failure Modes
Information Saturation: Excessive simultaneous data may reduce the interface from clarity into noise. Stale Registration: Searches may return an individual’s last recorded location rather than current position. Valerion Decree is an expression of Dorian’s habit of turning care into systems.
