The Empress Amaterasu’s word is law—but her will is filtered through layers of councils, priest-technocrats, and the five satellite city-lords. Each city is run almost as a state within a state, united only by shared ritual and threat of exile.
Intrigue is tradition: Duels, secret alliances, and blackmail are as much a part of politics as ceremonies and feasts. The Shinkan (priestly enforcers) and Kage-no-Te (Hand of Shadows—elite agents, spies, and assassins) ensure loyalty. Any sign of rebellion or dissent is swiftly, but elegantly, erased from the record.
The Sora-no-Guntai (Sky Army) keeps the peace—half paladins, half pilots, clad in rune-armored flight suits. Border defense is automated by storm-drones and illusionists who cloak the cities in ever-changing cloud cover.
Power is always shifting: The five city-lords compete for favor, technological edge, or spiritual prestige. Betrayal is always possible, but rarely seen in daylight.

External: Rumors of Kumokuni’s existence are growing as more ships vanish into the Cloudbelt, and spies from Crownshale and Ash’Khadir risk everything to glimpse its secrets. Rogue tech—suspected to originate from Kumokuni—has appeared in black markets, fueling paranoia below. Some fear that the Cloud Country is preparing for war, or already fighting one in secret.

Internal: The city-lords of Kaku and Kou feud over control of an experimental AI called the Jade Oracle, rumored to predict disasters and assassinations alike. Radical “openers” in Wa and Chi push for contact with the outside world, while hardliners in Sei call for total withdrawal—even exile of “tainted” citizens.
Social: The spread of “shadow-drifters”—citizens who disappear, sometimes for weeks, then return changed—has spooked even the Shinkan. Some whisper that the city is haunted by old spirits, others by rogue AIs or foreign spies. For many, each day is a balance between tradition and transformation… and a reminder that the clouds above are always shifting.
