Description
Vultaire Armatura is the continent’s largest mercenary governance authority, equal parts corporation, guild regulator, and legal executioner. Where nations collapsed and borders lost meaning, Vultaire stepped in—not as a savior, but as a solution.
They do not wage war themselves.
They license it.
Through contracts, bounties, and arbitration rights, Vultaire Armatura controls who is allowed to kill whom, for what price, and under what conditions. Their insignia is respected not because it inspires loyalty, but because ignoring it is statistically fatal.
History
Vultaire Armatura was founded in the decades following the Collision, when fractured governments could no longer police violence beyond their walls. Early mercenary groups were chaotic, destructive, and bad for business.
Vultaire’s founders recognized a simple truth:
war becomes manageable when it is accounted for.
They began as neutral brokers, enforcing contract standards and mediating disputes between mercenary companies. Over time, their enforcement arm grew more powerful than the factions they regulated. By the time anyone realized Vultaire was no longer optional, it was already too embedded to remove.
Structure
Vultaire Armatura operates through a rigid, corporate-military hierarchy:
The Directorate – An unseen executive council that sets policy, approves black-tier contracts, and controls long-term strategy
Regional Overseers – Governors of operational zones, responsible for compliance and profit stability
Contract Marshals – Field enforcers who audit mercenary conduct and execute penalties
Registry Divisions – Maintain bounty records, mercenary licensing, and reputation scores
Arbitration Courts – Semi-legal tribunals where disputes are settled quickly and appeals rarely succeed
No single branch holds full authority. That is intentional.
